The District Attorney’s Office in Chemung County has confirmed that a body found in January was the result of a homicide. A body was found in a Tops market parking lot in Elmira. Police say 33-year-old Joel States was found slumped over in the passenger seat of a car in the store’s parking lot on the city’s south side. The DA’s office is now investigating whether charges can be filed, and will make a decision when the investigation is complete.
