State Police out of Endwell arrested an Endicott man after he was found driving while under the influence of drugs, with drugs in his vehicle. 26-year-old James Sullivan was stopped for using a cell phone while driving on the George F. Highway near Hooper Road. A probable cause search of his vehicle resulted in police finding packets of heroin and a hypodermic needle, and the investigation revealed that he was driving with his ability impaired by the drugs. He is set to appear in Town of Union court next week.
