An off duty North Carolina firefighter accused of fatally shooting an Endicott native in Concord last month will not be charged, according to the Concord Police Department. Concord Police and the district attorney in Cabarrus County, North Carolina have determined Ryan Cochran was within his right to shoot David Pittarelli in order to defend himself. The Concord Interim Police Chief said the case was thoroughly reviewed with the district attorney and there will be no criminal charges filed. Police stated there are indications that Pittarelli may have been under the influence of one or more impairing substances. Cochran admitted to having two beers at a baseball game that night.
