The man accused of fatally shooting a Candor man in Ithaca has been declared mentally unfit to stand trial. 38-year-old Justin Barkley is accused of shooting William Schumacher in the parking lot of the Ithaca Walmart on Dec. 19 and then running him over. Barkley told investigators that he killed Donald Trump, and a judge ordered psychiatric evaluations. After two separate assessments, the judge says Barkley is unable to understand the proceedings due to his mental illness. He will be sent to a mental health facility until he is declared competent to stand trial.
