Local officials and area residents in Northern Pennsylvania are at odds with the state after flood waters damaged bridges and homes in the region. Reps from several municipalities gathered Monday morning for a public meeting to address some of the issues. They say guidelines are not allowing anyone to make changes to infrastructure. On Osborn Hill Road, a bridge that took cars and pedestrians over the creek has now been reduced to rubble. On Monday, officials blamed a lack of maintenance and care in the stream beds for the damage. State guidelines prohibit municipalities from making changes or performing cleanups in creeks, which would have prevented this. Bradford County leaders have a plan to mitigate the dangers, but say they continue to get turned down.
