Elmira Police have arrested 19-year-old Zepphaniah Bythwood of Elmira for his involvement in the sale of Crack cocaine. The young man was charged with two counts of Criminal Sale of a Controlled Substance.The Elmira Police Department Drug Enforcement Unit and the New York State Police Community Narcotics Enforcement Teams were involved in the investigation.
