The Johnson City Police responded to a domestic dispute, where 22-year-old Lermaine Huggins is alleged to have strangled his girlfriend until she nearly passed out. Huggins is charged with felony Strangulation. He was arraigned at the Broome County Public Safety Building and remanded to the Broome County Jail.
