At about 3:45AM on Sunday, the New York State Police were called to the Upper Delaware Inn in Hancock to investigate a disturbance. Police arrested 42-year-old Kenneth O. Barrows, Jr., of Binghamton, for Assault and Criminal Obstruction of Breathing. Barrows is alleged to have struck a woman in the face several times and to have choked her. Barrows was remanded to the Delaware County Jail on $2500 bail.
