Following an investigation into cocaine sales in the City of Norwich, 30-year-old Rhonda Horton was taken into custody Wednesday afternoon. She faces class B felony criminal sale of a controlled substance charges in the 3rd degree. Norwich PD and the Chenango County Sheriff’s Office conducted the investigation. Horton was arraigned in Norwich City Court Wednesday afternoon and remanded to the Chenango County Jail in lieu of $20,000 bail.
