Early Saturday morning, the New York State Police in Ithaca responded to a report of a domestic dispute. 34-year-old David Rath of Groton is alleged to have strangled and struck the victim’s head against a piece of furniture. The suspect was charged with felony Strangulation and misdemeanor Assault. Rath was taken to the town of Groton Court for arraignment. Rath was remanded to the Tompkins County Jail on $2,000 cash bail or $4,000 bond
