A Chenango County man has entered a guilty plea in the murder of 11-year-old Jacelyn O’Connor on July 30th, 2017. Prosecutors allege that Tobias Rundstrom-Wooding of Norwich and his boyfriend James Bower raped and murdered the young girl. Rundstrom-Wooding has pled guilty to first degree felony Rape and second degree Murder. Sentencing is scheduled for August 13th. James Brower is awaiting a trial date.
