We’re still waiting for a winner to be declared in the 23rd Congressional District Democratic primary held on Tuesday. 26 votes separate Max Della Pia of Owego and Tracy Mitrano. At this time 177 of 414 absentee ballots have been counted. A recount is a possibility, but a recount will not proceed prior to the completion of the initial count. It is expected that the initial count will be completed on Monday. The winner will run against Republican incumbent Tom Reed.
