Here are some pictures of the underpass on North Avenue in Owego. It appears that the water has subsided but we are now left with flood mud. The roadway is slippery and the road remains closed (as of 1:00pm 9/18/18). From looking at the bridge, it appears that the underpass flooded with about 3 feet of water.
