The National Weather Service in Binghamton has issued a Flood Watch for portions of the Twin Tiers. The watch is in effect from Thursday night to late Friday night. The watch includes Tioga, Broome, Chenango, Cortland, and Delaware counties in New York, as well as Bradford and Susquehanna counties in Pennsylvania. Widespread rainfall of 1 ½ to 2 inches is anticipated. The wet soil conditions and the amount of rainfall could result in minor flooding along the Susquehanna and Delaware rivers.
