Owego police arrested Michael L. Zatlukal, 40, Candor NY, for Criminal Possession of a Weapon in the Second Degree (C Felony), Criminal Possession of a Weapon in the Third Degree (D Felony), Criminal Possession of a Weapon in the Fourth Degree by a convicted Felon (Misdemeanor), Improper Windshield (Violation), Failed to Stop before Entering a Roadway (Violation) and Dirty License Plate (Violation), following a Traffic Stop. Zatlukal was turned over to Tioga County Sherriff’s custody for arraignment at Tioga County Centralized Arraignment Court and he was Released on his Own Recognizance.
Owego police arrested Harvey J. Smith, 42, Owego NY, for Sex Offender Failing to Report a Change of Address (D-Felony), following a investigation of Sex Offender Registry Violation.
Owego police arrested Matthew J. Ball, 31, Newark Valley, NY, for Two Counts of Criminal Possession of a Weapon in the Third Degree (D-Felony), Criminal Impersonation in the Second Degree (Misdemeanor), Aggravated Unlicensed Operation of Motor Vehicle in the Second Degree (Misdemeanor), Criminal Possession of Controlled Substance in the Seventh Degree (Misdemeanor), No License Plate (Violation) and Broken Windshield (Violation), following a Traffic Stop.
Also, Broome County Sheriff’s Office Warrants Division arrested Matthew P. Hackel, 36, of Vestal, for failing to register an address with the NYS Sex Offender Registry. As result of this investigation, Hackel was charged with one count of Failure to Register Under the Sex Offender Registration Act, a Class E Felony.
