Elmira man facing felony charges after shooting incident, hostage situation

An Elmira man is facing charges after a shooting incident and hostage situation in Elmira over the weekend.

According to Elmira Police, the incident occurred at around 6:48 a.m. on Saturday in the area of the 500 block of Franklin Street. The gunshot was reported by the Raven Gunshot Detection System.

Officers found evidence of a shooting, including a house struck by at least four rounds.

No injuries have been reported from the incident.

Later that morning, at around 7:21 a.m., officers performed a welfare check on a woman who had not shown up for work. Police contacted her ex-boyfriend who allegedly said he was holding the victim against her will, and claimed responsibility for the Franklin Street shooting. He also made threats to harm both the woman and police.

The Elmira Police Crisis Negotiation and SWAT Teams arrived at an apartment on North Main Street. At around 9:50 a.m., 32-year-old Elmira resident Robert Kitzi was taken into custody without incident.

Officers located a 9mm handgun at the North Main Street apartment. Kitzi has been charged with two felony counts of criminal possession of a weapon in the second degree and one felony count of assault in the second degree.
