A Norwich woman was charged with felony aggravated driving while intoxicated after she was discovered in a disabled vehicle with a 5-year-old child in the car. 31-year-old Emily Bixby was found along Colesville Road in Colesville, and state police say she had driven her vehicle off the road and was stuck in the snow. Troopers determined that Bixby was intoxicated when she left the road, but she refused to submit a breath test. She was arraigned and sent to the Broome County Jail on $1,500 bail. The 5-year-old child was turned over to a family member.
