A day after Gov. Andrew Cuomo proposed a plan to provide free tuition at state colleges and universities, State Senator Fred Akshar is asking for the public’s opinion on the idea. The plan, called the “Excelsior Scholarship” would provide free tuition to anyone living in a household that makes an annual income of $125,000 or less.
