A dual citizen of the United Kingdom and Germany was arrested in the Southern Tier on Friday.
According to the Yates County Sheriff’s Office, 30-year-old Thomas Plan has been charged with rape in the first degree, a Class B felony, and rape in the third degree, a Class E felony.
The charges stem from an incident in 2024.
Plan was sent to the Yates County Jail on $10,000 bail and was later released on bond.
