The Norwich Police Department has arrested a homeless woman on charges of assault of a child. 31-year-old Jennifer Rahn, of Norwich has been charged with felony Assault and the misdemeanor charge of Endangering the welfare of a Child. It is alleged that Rahn caused a physical injury to a child less than two-years-old. Rahn was arraigned in Norwich City Court and remanded to the Chenango County Jail on $5,000 cash bail. The child was treated at Chenango Memorial Hospital and released. The child is now under the care of the Chenango County Department of Social Services.
