The Binghamton Police Department will be submitting a BPD scarecrow into this year’s Broome County Parks and Rec Scarecrow Contest. They have also issued a challenge to other police agencies to join in for some friendly competition. Scarecrows will be on display at Otsiningo Park from October 7th through the 20th. Winners will be announced on October 22nd.
