Broome County Executive Jason Garnar has signed a declaration of a Public Emergency due to safety concerns with the structures at 80 Frederick Street in Binghamton. The building has been deemed unsafe and a threat to public safety. The building is the former Phillips Foundry. The county is expected to award a contract for the demolition today. Broome County acquired the property in December 2015 through tax foreclosure.
