A flood watch is in effect from Friday morning through early Saturday morning throughout the Twin Tiers due to Tropical Storm Debby.
The flood watch will begin at 8 a.m. on Friday and run through 2 a.m. on Saturday in Bradford County in Pennsylvania and Broome, Chemung, Tioga, Schuyler, Steuben and Tompkins Counties in New York.
Excessive runoff may result in flooding of rivers, creeks, streams and other low-lying and flood-prone locations.
