On Sunday morning, the Johnson City Police responded to an address on Wells Avenue for a report of an assault. 51-year-old Kenneth Konkowski is alleged to have hit another man in the back of the head with a shovel. The suspect was arrested on felony Assault and Criminal Possession of a Weapon charges. He was arraigned and sent to the Broome County Jail. The victim was treated at the scene and refused transport to the hospital.
