According to Broome County officials, New York City is moving its homeless problem upstate. County Executive Jason Garnar joined Commissioner of Social Services Nancy Williams and other local leaders in a press conference Thursday to demand that New York City’s Human Resources Administration to stop using its Special One Time Assistance (or SOTA) program to transfer homeless people from NYC to Broome County.County officials say the SOTA program provides one full year of rent up-front, and relocates New York City’s clients to other counties inthe state.Garnar’s office says the Broome County Department of Social Services saw at least five cases this year where NYC transferred its responsibilities to Broome County by paying a landlord in the county one year’s rent up front.
