An independent investigation found that former Binghamton Police Chief Joseph Zikuski violated police department policy.
The investigation started after an incident in July involving Zikuski’s girlfriend and her teenage neighbors in Johnson City.
The report says Zikuski never notified the mayor about the events, despite having an obligation to do so per police department policy.
Zikuski also wiped his city-issued cell phone and iPad by conducting a factory reset of the devices after he was ordered to return them to the city. That action was called “extraordinarily inappropriate.”
The report also showed the former police chief made inconsistent statements during a call with the mayor, deputy mayor and corporation counsel two days after the incident.
The investigation revealed several other violations of Binghamton Police Department policy.
