The Broome County Sheriff’s Office released initial details on an investigation into the death of a male incarcerated individual at the Broome County Correctional Facility who was found unresponsive in his bed at approximately 6 a.m. on Monday.
On Monday, at approximately 6 a.m., William R. Warnock, Jr., age 54 of Binghamton, NY was scheduled to receive a shaving razor he had requested the day before. When he did not rise from his bed, members of the Corrections Division entered his cell and found him to be unresponsive. Corrections and medical staff administered CPR and AED but were unable to revive him. Warnock was pronounced deceased at 6:32 AM.
A full autopsy will be conducted by the Broome Medical Examiner on December 9, 2025.
The Broome County Correctional Facility is currently conducting a full investigation into the death and cooperating with the Office of NYS Attorney General and the New York State Commission on Corrections on a full review of the incident.
Warnock had entered the facility on June 27, 2025 and was serving a sentence related to robbery and menacing charges from the City of Binghamton Police Department.
“We are deeply saddened by Mr. Warnock’s death, but transparency is the cornerstone of this administration, and while the circumstances of Mr. Warnock’s passing appear extremely unusual, we are committed to finding out what happened and sharing it with the public,” said Sheriff Fred Akshar. “Mr. Warnock had not displayed any unusual behavior or made any medical requests in the days prior to this morning, and the only treatments he requested or received from medical staff in the past several months were related to dandruff and dry skin. We hope the full autopsy and ongoing investigations can shed more light on exactly what happened.”
This is the second death within the Correctional Facility since Sheriff Akshar’s administration began in 2023, with the previous death having occurred on October 8, 2025. While the toxicology report and autopsy results for that incident have been returned and shared with the family of the deceased individual, Akshar expects to share the results with the public after the full internal investigation is completed, which is expected in the coming week.
