The Owego Police Department responded to a report of a possible improvised explosive device at around 9:30 am on Wednesday on Liberty Street in Owego.
The Endicott Bomb Squad responded to the scene and rendered the improvised explosive devices safe.
During the incident, the area immediately surrounding the building was closed off for safety to the public and the nearby residences were evacuated.
Bomb K-9 Units from Tompkins County and Cornell University, Owego Fire and EMS, Tioga County Fire Investigators and New York State Police also responded to the scene.
The investigation into the incident is ongoing.
