The Tioga County Sheriff’s Office reports the arrest of 23-year-old Franklyn Joseph of Owego. He was charged recently with petit larceny. Deputies said the charged stemmed from an investigation into a disturbance that occurred in the Town of Tioga. Joseph was arraigned and was released on his own recognizance. He’ll return to court March 20th.
