The New York State Police have arrested 35-year-old William M. Hyer of Owego on felony Tampering with Physical Evidence and the misdemeanors of Menacing and Endangering the Welfare of a Child. 41-year-old Eini Raupers, also of Owego, was arrested for felony Tampering with Physical Evidence. The arrests stem from a verbal dispute that started at a residence on Airways Road in Tioga. State police were called after Hyer and Eini came to the home and began to argue with the residents. Hyer is accused of brandishing a handgun and threatening to shoot one of the residents. An investigation revealed that Hyer and Eini hid the gun after the dispute. Troopers arrested both Hyer and Eini a short time later. Hyer and Eini were arraigned in Owego Town Court. Hyer was remanded to the Tioga County Jail on $15,000 cash bail or $30,000 bond. Eini was released on her own recognizance.
