The New York State Police arrested an Ithaca man on Monday, following a domestic argument that became physical. 43-year-old Randolph Black of Ithaca is alleged to have applied pressure to the victim’s throat during the argument. The victim became dazed and unable to breathe. Black was charged with felony Strangulation. He was arraigned in Ithaca and remanded to the Tompkins County Jail.
