The Rotary Club of Waverly has awarded the William Ransom Community Service Award to Laura Spencer Eberly. Laura has served as the Secretary of the Tioga Arts Council from 2014 to the present. She was President of the Historic Owego Marketplace for three years. She also served as Commissioner of the Owego Historic Preservation Commission from 2014 through 2017. Laura is the second recipient of this award and will be honored at a dinner on October 25th, at 6:00 pm, at the Rail House on Broad Street in Waverly.
