On Wednesday, the State Police made an arrest for felony Unauthorized Practice of Profession in Penn Yan. The unusual charge stemmed from an investigation that discovered 52-year-old Elizabeth Catlin of Penn Yan had been posing as a Midwife for many years and primarily exploiting pregnant women within the Mennonite community in and around Penn Yan. There are specific requirements for obtaining a professional license as a Midwife. The suspect is accused of practicing as a Midwife without completing any of the requirements to lawfully do so. Catlin was arraigned and remanded to the Ontario County Jail.
