Village of Waverly staff have been addressing rumors and inquiries that recycling can be dropped off at Village Hall due to the expiration of the Tioga County curbside recycling pick up, effective this Friday.

Recycling Is NOT going away on January 1 in Tioga County; residents are still required to recycle. What is going away is the county’s almost 30-year series of contracts with haulers to provide curbside pick up of recycling for residents. With this change, the RECYCLE tax levy on your Tioga County tax bill, that had been levied by the county for curbside recycling, will be eliminated.
As of December 31, the county’s curbside recycling contract with Taylor Garbage will expire. It’s now residents’ responsibility to contract and pay a hauler for curbside recycling pick up (in addition to trash collection).
Two new businesses have opened for curbside recycling starting January 1, which gives Tioga County residents four choices for curbside recycling and one company that will only pick up recycling AND trash.
The recycling companies are:
• B&E Disposal – 607-699-3406
• Taylor Garbage – 607-797-5277
• Bert Adams Disposal – 607-648-4863
• RPM Group – 607-223-8714
Casella (607-358-7771) only provides curbside recycling AND trash collection together.
According to Taylor Garbage, starting January 1 Tioga residents will no longer be allowed to drop off recycling at their transfer stations, only trash. Residents were originally told that they would be able to drop off recycling at one of the transfer stations in the county based on information from the New York State Department of Conservation, NYSDEC came back later and said this is not the case.
Under the existing contract withTaylor, there will be no RECYCLING PICKUP on Christmas, so if your recycling day is on a Friday, please place your recycling out Friday evening to be picked up on Saturday, December 26.
Tioga County has provided residents with countywide curbside recycling collection since 1992. In June of 2020, the Tioga County Legislature went out to bid for this service and the lowest bid came in at more than double the current rate. Due to this rate more than doubling the current rates, the county could not increase taxes without exceeding the NYS mandated two-percent tax increase rate cap. The tax cap is important because other county programs rely on funding that is tied to staying under the cap. Staying below the cap also drives the property tax relief check that residents may receive from New York State.
