State Police Charge Spencer Man with Numerous Felonies

NICHOLS – New York State Troopers from Owego have filed numerous felonies and misdemeanors against a Spencer man after a traffic stop on Route 282 in the Town of Nichols. Chuck E. Weigand, age 61 of Spencer, was a passenger in the vehicle stopped by troopers when it was discovered he was in possession of a stolen and loaded gun.


On Wednesday, August 28 at approximately 2:30 a.m., troopers from Owego initiated a traffic stop on a Chevrolet Cobalt for an equipment violation on Route 282. Troopers determined the operator, who was not identified, did not have a license and was suspended. A further investigation revealed the passenger, Chuck E. Weigand, was in possession of a stolen and loaded gun. Troopers also discovered acetaminophen and hydrocodone bitartrate in his possession.


Weigand was arrested and charged with the felonies of:

  • Criminal Possession of a Weapon in the third degree,
  • Criminal Possession of a Weapon in the second degree,
  • and Criminal Possession of Stolen Property in the fourth degree.

He was also charged with the misdemeanors:

  • Criminal Possession of a Controlled Substance in the seventh degree,
  • Aggravated Unlicensed Operation in the third degree.

A search warrant was subsequently executed on Weigand’s residence and vehicle which led to the discovery of approximately 5 grams of suspected crystal methamphetamine, acetaminophen and hydrocodone bitartrate, a digital scale, drug paraphernalia and packaging, a loaded revolver, ammunition and brass knuckles.


Weigand was arraigned in the Town of Tioga court and remanded to the Tioga County jail with no bail. Troopers were assisted by members of the New York State Police Violent Gang and Narcotics Enforcement Team, New York State Police Contaminated Crime Scene Emergency Response Team, Village of Spencer Police Department and Tioga County Sheriff’s Department.  The case is under investigation and more charges are likely.


The driver of the vehicle was issued traffic tickets and released.
