To Trick or Not to Treat on Halloween, That Is the Question for Local Governments

Owego villiage board has issued the following information related to Halloween Trick or Treat in the village. There has been guidance given by the Tioga County Health Department of guidelines to follow if you plan to trick or treat. They include:
  • Do Not Participate if you are sick or on quarantine
  • Only Trick or Treat with people you live with
  • Remain 6 feet from people you do not live with
  • Wear a facemask (even under your costume)
  • Wash your hands often
  • Use hand sanitizer often
  • Talk to your children about safety and social distancing.
  • Stay within your neighborhood, meaning do not drive to other areas for better “loot”
If you plan to pass out candy, the health department has released the following guidelines:
  • Do not hand out candy if you are sick or on quarantine
  • Wear a facemask
  • Wash your hands often
  • Consider marking off your sidewalk or driveway for social distancing in 6 foot increments
  • Consider leaving candy on a table for no contact trick or treating or other alternative ways to pass out candy / treats
Ultimately, it is each family’s decision if they will participate in trick or treating this year, we at the village ask if you do, please follow the guidelines set by our county health department. Typically, in the past the Fire Department and Police Department have done a candy check at company No. 3’s station in the flats, they have indicated to us that they do not feel comfortable doing that this year. We hope everyone stays safe this year and as always has fun.

Chemung County Executive Chris Moss issues this statement:
The Chemung County Health Department and the Chemung County Executive’s Office are making the recommendation to local municipalities that they not schedule traditional trick-or-treating. Unfortunately, the Center for Disease Control considers this to be a high-risk activity, and with the increased number of COVID-19 positive cases, as well as hospitalizations throughout Chemung County and the Southern Tier Region, I believe we should err on the side of caution.
