On April 9 at approximately 3:00 p.m., New York State Police at Norwich arrested Ethan J. Licari, age 40 of Vestal, for felony assault in the second degree.
On March 27, troopers in Norwich were dispatched to Valley Ridge Center for Intensive Treatment in the Town of Norwich after a resident and a staff member were involved in a physical altercation. After an investigation, it was determined that Licari, the staff member, restrained a resident who was aggressive. Then, Licari struck the resident which resulted in serious injuries.
Licari was arrested on April 9 and arraigned in the Town of Norwich court where he was released on his own recognizance. His scheduled to return to court on April 18.
