Despite the weather conditions, officials for the Owego-Apalachin School District broke ground on the new Owego Elementary School Tuesday. After months of negotiations with the Federal Emergency Management Agency and a community vote last month, construction has officially begun. The school is expected to be opened for the 2015-2016 school year.
