An application to build a casino in the city of Binghamton will not be submitted to the New York State Gaming Commission as planned. Albany-area businessman Jeffrey Hyman informed city officials yesterday that he is dropping his proposal to build a casino in Binghamton. This decision comes just days after the Binghamton City Council voted unanimously to support the casino, which would’ve been built at the former Stow Manufacturing Site. Hyman made this decision after the New York State Department of Environmental Conservation published new Environmental Zone maps last week. These maps caused some of his investors to pull their support from the project– forcing him to dissolve his application. The new Environmental Zone maps do not include the proposed casino site– at the corner of Frederick Street and Montgomery Street. With Hyman’s application out of the picture, that only leaves one interested party left– Tioga Downs. The deadline to submit an application, along with a $1 million application fee, is today at 4 p.m.
