An Owego bus driver has received the distinction of “2016 New York State Bus Driver of the Year” from the New York Association for Pupil Transportation. Rose Winters received the recognition at the association’s annual awards conference on Tuesday in Albany. There was a several month long application process. Winters has been a bus driver at the Owego-Apalachin School District for 38 years.
