On February 04 about 5:00 P.M., Binghamton Police Department Patrol Division responded to a report of a stabbing victim who was brought into the Wilson Memorial Hospital Emergency Department. The victim was identified as Raymond Noel, 46 years of age, of Binghamton. Noel had sustained serious but non-life threatening injuries, including stab wounds to the lower back and side, requiring hospitalization. Investigation determined that several people
including Noel were involved in a street disturbance and fight in the area of 133 Chapin St., Binghamton, when Noel was stabbed by another involved. Cooperation with the police investigation from the involved parties was limited to non-existent. A ten-day investigation was conducted and based on such investigation of the incident, Binghamton Police Detectives arrested a father and son for crimes related to this incident. Both were arrested on February 13, at
separate locations in Binghamton for their role and actions in the attack, neither resisted arrest, specific charges are listed for each defendant below:
Joseph P. Brooks (DOB 10/14/52), 8 Ridge St., Binghamton
Charged: Attempted Assault First Degree a Class C-Felony
– Accused of stabbing Noel with a bladed object causing a stab wound and internal physical injury.
Joseph L. Brooks (DOB 06/11/87) 134 Chapin St., Apt. 2L, Binghamton
Charged; Menacing in the Second Degree a Class A-Misdemeanor
– Accused of physically charging Noel, while he was possessing and brandishing a bladed machete sword at victim.
J.P. Brooks was remanded to the Broome County Jail and J.L. Brooks was released by the court upon arraignment. The police investigation was conducted by the Binghamton Police Detective and Patrol Divisions with assistance from the Identification / Crime Scene Unit.
