Tioga County deputy sheriff’s report the arrest of 55-year-old Todd Farthing of 33 Whig Street in Newark Valley. He was charged with Criminal Mischief 4th, Unlawful Imprisonment 2nd, and Harassment 2nd. Farthing was arraigned in Owego town court and was remanded to the Tioga County Jail on $5,000 bail or $10,000 bond. Farthing will return to court March 28th.
