State Troopers filed a felony charge against a Windsor man after they investigated a domestic family offense complaint on Monday. Police said they arrested 37-year-old Anthony Fedora. He was charged with felony first-degree criminal contempt with prior convictions for the same offense. He was initially detained to appear in court.
