California man charged with murder in shooting death of Elmira man

A California man has been arrested in connection with the murder of an Elmira man earlier this year.

According to Elmira Police, 21-year-old Jacob P. Chavez has been charged with second degree murder in the shooting death of 46-year-old Joshua A. Tappan on Jan. 11.

Tappan was shot in the Centertown Parking Garage in what police are calling a targeted incident.

Chavez was arrested after an extensive investigation which involved San Diego Harbor Police, the FBI, US Marshall Service, New York State Police, Chemung County Sheriff’s Office and the Monroe and Southern Tier Crime Analysis Centers.

Chavez was arraigned on Aug. 6 and remanded to the Chemung County Jail without bail.
