Robert McDowell, 55, of Elmira has been charged with attempted arson after trying to set fire to a multi unit building in Elmira.
Emergency workers responded to the scene at about 1AM Wednesday.
The building is located at 502 College Avenue.
Elmira Police assisted the Elmira Fire Department.
