A change in the City of Elmira’s nuisance law could lead to rapid action against meth labs and other illegal activity in the area. Under the proposed changes, the burden needed to establish a public nuisance will no longer require a conviction, but rather a violation, leaving less of a burden on law enforcement. With the possible revisions, the city would be able to seek a temporary closing order against any property much more quickly based on evidence of a public nuisance, which would include methamphetamine being manufactured in a home. City Council would need to amend the local law before the changes were made.
