Elmira Police have released additional information regarding a stand-off at 900 Oak Street in Elmira. The incident began around 2PM Tuesday and lasted into the early hours of Wednesday morning. Police tried to make contact using a megaphone and other methods with limited success. At about 5PM, the man inside the home fired a shotgun at SWAT officers from the second story window. Officers returned fire. After several more hours, it was determined that the man inside, 59-year-old Phillip Vancise had died as a result of shots fired by police. There was nobody else in the home at the time, and police say the man did live there. There were no other injuries. The case is being investigated now by the New York State Police.
