NY Attorney General’s Office rules on fatal trooper-involved shooting in Chemung

The New York State Attorney General’s Office of Special Investigation has released its findings following an investigation into the state trooper-involving shooting death in Chemung.
The investigation was initiated following the officer-involved shooting death of 18-year-old Nathan Novakowski on September 28, 2025.
Novakowski was fatally shot in an encounter with New York State Police and the Chemung County Sheriff’s Office following a reported domestic incident.
According to the findings, the OSI determined that there was not enough evidence to prove in court that the trooper’s actions during the incident were not justified under the law.
