The National Weather Service has issued a flash flood watch for much of the twin tiers. The watch will start at 4PM this afternoon and continue through tomorrow morning. Heavy rains could produce rainfall totals between 2 and 4 inches, and possibly more in some areas. Localized flash flooding and river rises may occur.
