A Flood Watch is in effect for the Southern Tier until 6am Thursday. The National Weather Service in Binghamton issued the alert yesterday, saying that river levels are expected to rise this week with warmer temperatures melting snow and rain in the forecast. Current estimates are for the river to crest tomorrow just below minor flood stage level in Conklin, Vestal, Owego, and Waverly, pending any rain we receive today. We will continue to follow these river levels and bring you updates on WEBO.
